配电网是连接分布式可再生能源利用和终端电力消费的重要公共基础设施,在承担自身减排责任的同时,在"双碳"目标驱动的全社会能源转型中发挥着重要的平台作用.为解决现有配电网规划方案减碳成效评价方法仅关注配电网自身减碳,忽略了配电网作为能源配置平台角色对全社会减碳所具有的正外部性效益,可能导致配电网规划方案评价和决策不合理的问题,文章以"双碳"背景下配电网支撑分布式电源、新型储能、电动汽车充电负荷等新型源荷接入为重点,分析配电网规划方案支撑全社会减碳作用机理,构建了配电网规划方案外部性减碳价值评价方法.
Evaluation Method of External Carbon Reduction Value of Power Distribution Network Planning Scheme Under the Background of"Two-carbon"
Distribution network is an important public infrastructure connecting the utilization of distributed renewable energy and terminal power consumption.While taking its own responsibility for emission reduction,it plays an important role in the energy transformation of the whole society driven by the"two-carbon"goal.In order to solve the existing distribution network planning carbon reduction effect evaluation method only focus on distribution network itself carbon reduction,ignoring the distribution network as energy configuration platform for the whole society has positive externality benefits,may lead to the distribution network planning evaluation and unreasonable decision-making problem,this paper under the background of"double carbon"distribution network support distributed power supply,new energy storage,electric vehicle charging load new source load access as the key point,analyze the distribution network planning to support the whole society carbon reduction mechanism,build the distribution network planning externality carbon reduction value evaluation method.
