智慧国土的概念演进、内涵解析和总体架构——以重庆市为例

在当前数字中国、数字政务建设大背景下,规划自然资源领域迫切需要厘清智慧国土的概念内涵和总体架构,从而助推自身数字化、智慧化转型,提高履职能力和服务能力.本文首先通过梳理概念演进过程,总结提出智慧国土是推动国土空间整体智治的一种治理新模式;其次,提出智慧国土具有以人为本、泛在高效、多跨协同、融合智能的特征,并以重庆市为例,分析总结其智慧国土的发展现状和存在的问题,提出构成重庆智慧国土的四个体系,即智能融合的技术体系、贯通高效的协作体系、整体智治的应用体系和以人为本的价值体系;最后,围绕技术融合创新、业务系统重塑和组织系统重构对重庆智慧国土发展方向做出展望与总结.
The concept evolution,connotation interpretation,and general architecture of Smart Land with a case study of Chongqing
Given the backdrop of the ongoing construction of Digital China and Digital Government,it is imperative for the natural resources department to elucidate the concept and general architecture of Smart Land.Such elucidation promises to catalyze the department's own digital and intellectual transformation and enhance its functional and service-oriented capacities.This paper elucidates the conceptual evolution of Smart Land and posits the proposition that Smart Land constitutes an innovative governance paradigm that harnesses digital transformations to accurately reflect and synergistically coalesce material territorial spaces and digital spaces.It deploys digital technologies to harmoniously facilitate the synchronous operation and sustainable development of the manifold natural resources and territorial spatial functionalities,thereby actualizing holistic sapient governance of aggregate territorial spaces.The connotation underpinning Smart Land can be scrutinized through three analytical prisms.Primarily,Smart Land epitomizes complex systematic engineering reliant on information technologies.Secondarily,Smart Land encompasses more than purely technological frameworks,equating closely with institutional systems encoded with sociocultural,economic and political dimensions.Finally,comprehensive embeddedment of people-centric orientations constitutes a fundamental need for Smart Land maturation.Consequently,Smart Land emerges from an amalgamation of three pivotal components-technology,values and institutions-inexorably fulfilling indispensable roles.Furthermore,four key traits characterize Smart Land:anthropocentric primacy,ubiquity of efficiency,multidirectional coordination,and integrated intelligence.Utilizing Chongqing Municipality to exemplify the analysis and summation of the extant status quo and issues for its development for Smart Land,four cardinal systems underlying Chongqing's Smart Land crystallize:an intelligent integrated technical system,an efficient collaborative system,a holistic smart governance applications system,and a humanistic,people-centric values framework.Prospectively,Chongqing's burgeoning Smart Land developmental trajectories are envisioned and encapsulated regarding technological fusion,innovation,business system remodeling,and organizational restructuring.Overall,the construction of Smart Land remains an ongoing process,relying on persistent technological fusion and innovation to comprehensively erect digital and sapient technological logic.Such frameworks enable real-time sensing of territorial spatial resource elements'quantities,qualities,structures,and variations,providing profound cognition of operative mechanisms influencing critical challenges like people-land relationships,spatial configurations,coordinated regional development,and regional ecological security.This further provides scientifically informed judgments and governance of complex practical business administration issues and manifold conflicts.Concurrent optimization and remodeling of business processes are required to construct supremely efficient and collaborative business logic,systematically reshape business processes,and revamp organizational architectures,and reform work modalities.Such systematic reconstruction is needed to facilitate digital transformation upgrading and tangibly elevates modernization standards of territorial spatial governance frameworks and capacities.
