智慧国土的基本内涵与发展方向

当前,国家大力推动数字化转型和高质量发展,对自然资源与国土空间的数字化发展与应用提出了更高要求.虽然近些年国土空间数字化发展取得了很大成绩,但对标数字化转型和高质量发展的迫切要求,尚存在着与业务融合不深、技术支撑不够、整体合力不强、发展动能不足等问题,突出表现为高质量信息供给不足、高层次分析能力不强、高层次赋能手段短缺.因此,应以智慧国土为抓手,统筹数字化发展,推进智慧化应用.本文分析了智慧国土的基本内涵,提出以数据—信息—知识为主线,统筹国土空间的数字化发展,实现一体化建模、集成化管理及知识化服务;从全面动态感知、系统精准认知及全域智慧管控的角度,提升自然资源管理和国土空间治理各项工作的智慧化应用水平,实现在实景三维空间研判、用时空信息说话、凭时空知识决策.为了切实地构建国土空间治理的数字化生态、促进国土空间治理体系和治理能力现代化,今后还要加强顶层设计,推动科技创新,开展试点示范,加快专业改革.
The basic connotation and development directions of smart territory
Nowadays,China is vigorously promoting digital transformation and pursuing high-quality development,thereby elevating the standards for digitization and application in natural resource management and territorial space governance.While notable progress has been achieved,challenges persist in business integration,technical support,system synergy,and fostering further development.These challenges are underscored by deficiencies in high-quality information,advanced analytical capabilities,and enabling technologies.To address these issues,the novel concept of smart territory emerges as a novel approach to coordinate digital development and promote intelligent applications.This paper delves into the essence of smart territory,which constitutes an organic combination of spatiotemporal and digital intelligence technologies with national spatial governance.It establishes a"data-information-knowledge"three-layer system architecture consisting of a realistic three-dimensional national spatial database,a national spatial information management platform,and national spatial knowledge services.From a technical implementation perspective,we should coordinate the development of digitalization.This paper proposes a streamlined approach of"data-information-knowledge"to support the coordination of digital development in territorial space.This involves constructing an integrated model,facilitating collective management,and delivering knowledge-based services.Specifically,this entails establishing a unified national spatial information model,aggregating data across various natural resource sectors,building a systematic,comprehensive,and secure database,and establishing a data governance mechanism emphasizing collaborative construction,sharing,and governance.Subsequently,a unified national spatial information management platform is erected to support integrated management of spatiotemporal information and the seamless integration and reuse of common functions.Furthermore,by deeply integrating digital technology with national spatial governance business,tailored knowledge services are constructed to provide precise data supply guarantees,transiting from"what is given"to"what is needed".In terms of application implementation,the focus is on advancing intelligent applications through digital technologies.Leveraging methods like comprehensive dynamic perception,systematic accurate cognition,and domain-wide intelligent control,smart territory aims at promoting the high-standards and intelligence in natural resource management and territorial space governance.This includes activities such as 3-D real scene assessment,spatiotemporal information communication,and decision-making informed by spatiotemporal knowledge.This aims to support high-level spatiotemporal analysis and achieve high-level spatiotemporal empowerment.To build up a digital ecosystem for territorial space governance and bolster institutional and operational capacities,it is pivotal to enhance overarching design,foster the innovation of science and technology,conduct pilot showcases,and deepen reforms in specialized areas.This is a massive spatiotemporal information project that concerns the overall landscape,holds long-term significance,involves a wide range of content,poses technical challenges,and spans a considerable duration.It deserves high regard,steady promotion,and practical implementation.This requires collaborative cooperation among various professional fields of natural resource systems,as well as leveraging the strength of technology fields such as artificial intelligence,Internet of Things,big data,and relevant departments such as water conservancy,urban-rural construction,and development and reform.Proactive promotion of interdisciplinary cooperation and effective execution are imperative to realize the construction and application of China's smart territory.
