摘要
随着新一代信息技术的深度应用及数字中国建设的推进,智慧国土逐渐成为赋能我国自然资源管理、国土空间规划与治理,以及城市社会经济发展的新手段.但从实施层面来看,智慧国土如何赋能城市高质量发展,还需进一步探索其具体的实践路径.本文在厘清城市高质量发展和智慧国土建设之间内在关系的基础上,提出了智慧国土赋能城市高质量发展的总体设计思路,具体将通过数据赋能、技术赋能及场景赋能三种模式,推动实现对城市的高质量全程智治.在此基础上,以重庆市为例,结合其发展现状和实际需求,从自然资源管理与社会经济发展两个方面,探索智慧国土赋能城市高质量发展的实践路径,以期为我国城市数字化治理和高质量发展提供理论参考与实践指导.
Abstract
With the widespread application of new generation information technologies and the advancement of digital China,"smart territory",characterized by spatiotemporal information integration,digital innovation,and comprehensive spatial governance,has gradually become a new approach and tool empowering the management of natural resources,territorial spatial planning,and socioeconomic development of urban areas in China.However,there is currently a lack of in-depth analysis on the relationship and implications of smart territory with high quality development.Moreover,from an implementation perspective,there is a scarcity of exploration into the specific practical paths through which smart territory can enable high quality urban development.Therefore,this paper intends to propose the general idea and specific path of smart territory enabling high quality urban development.This paper first clarifies the intrinsic logical relationship between high quality urban development and the construction of smart territory.Smart territory is mainly supported by multi-source technical means such as spatiotemporal information infrastructure,spatiotemporal information model of natural resources,data fusion and sharing system,etc.,to scientifically manage massive urban data and take spatiotemporal data governance as the main line.It deeply integrates spatiotemporal knowledge with cross-domain business and realizes the empowerment of spatiotemporal knowledge.Thus,it can provide intelligent decision-making services for city managers,industry operators,and city residents,thereby achieving high quality urban development.This paper then proposes an overall design strategy for smart territory to empower high quality urban development,specifically integrating the needs of different departmental sectors and requirements through three modes of empowerment:data empowerment,technology empowerment,and scenario-based empowerment.This strategy aims to promote the integration of spatiotemporal information and achieve comprehensive,high quality intelligent governance of cities.Building on this foundation,the paper uses the city of Chongqing as a case study to explore practical pathways for smart territory to enhance high quality urban development,considering its current development status and specific needs.This exploration involves empowering natural resource management through the construction of an integrated information system,the consolidation existing platform systems,and the promotion of intelligent decision support.Additionally,it entails empowering socioeconomic development through the improvement of data governance mechanisms,the enhancement of market management systems,and the promotion of business process optimization.The empirical study can provide theoretical references and practical guidance for urban digital governance and high quality development in China.
