Spatiotemporal digital transformation towards smart territory in Chongqing
Spatiotemporal digital reform aims to continuously improve spatial and temporal digital infrastructure and the system of data resources,empowering robust data security,free circulation,and interoperability.It promotes digital ecological links,infiltration services in the digital economy,digital government,digital culture,digital society,and digital ecological civilization construction processes.The purpose is to enhance the quality and efficiency of management business within the land and resources system.In recent years,spatiotemporal information technology,with spatial positioning,earth observation,and geographic information systems as core components,has made significant progress.The concept smart territory has been further developed both in concept and in connotation.Promoting the digital reform of spatiotemporal with the concept of smart territory is a crucial means to enhance the modernization of natural resource governance capacity.This paper analyzes the technical framework of spatiotemporal digital reform in the context of the construction of smart territory.By reviewing Chongqing's past work in space-time database construction,digital platform development,and digital application,it identifies practical problems such as low data quality,limited circulation,and shallow application.Building upon Chongqing's foundation in spatiotemporal digital construction and aligning with the overall requirements of digital Chongqing and intelligent land development,this paper proposes reform directions such as digital governance of land space,the construction of multi-cross spatiotemporal information ecology,and intelligent upgrades of spatiotemporal applications.It suggests starting with the construction of a digital platform for space governance in Chongqing,fully integrating it into the city's comprehensive intelligent digital platform.In the five application directions of"space planning,space protection,space utilization,space security,and space service",it advocates for promoting integrated and cross-collaborative space governance scenarios,enhancing the quality of spatiotemporal data supply,and strengthening the value of spatiotemporal data circulation.These efforts aim to contribute comprehensively to the digital reform of space governance and the construction of digital Chongqing,providing local insights for the national digital reform of spatiotemporal.Within the broader context and framework of digital China construction,spatiotemporal digital reform,especially the construction of smart territory,will encounter new challenges and opportunities.Future reforms should focus on major demands,create major scenarios,and prioritize"ubiquitous connection of spatiotemporal,ubiquitous computing,and space-time intelligence."It calls for continued implementation of local"wisdom"construction pilot demonstration,improvement of the propulsion mechanism for spatiotemporal digital change,and continuous contribution to the overall wisdom system of"wisdom".
