Smart territory:Logical path for the development of digital governance capacity of natural resources—Base on the integrated perspective of instrumental rationality and value rationality
Over two decades,the informatization of natural resources has made significant strides,revolutionizing natural resources management,enhancing supervision capabilities,and improving decision-making.However,upon examining the development of technical means,governance subjects,and methods in territorial space administration,it becomes apparent that the integration of technological logic with managerial logic has not yet reached a state of"strong coupling and high empowerment".As a result,there is an urgent need to reassess the practices of digital governance of natural resources from a theoretical perspective that integrates instrumental rationality and value rationality.This paper employs the dichotomy of rationality to explores how instrumental and value rationality shape natural resource digital governance.It analyzes current challenges and difficulties faced by the natural resources digital governance.The paper also encapsulates the essence and positioning of smart territory and proposes a logical direction and fundamental path for the development of digital governance capabilities under the orientation of smart territory.The paper asserts that the concept of smart territory represents the overarching vision for the digital transformation of natural resources.The enhancement of digital governance capabilities serves as a phased implementation of the objectives encapsulated within the smart territory vision.The overarching logical approach to the development of digital governance capabilities should be based on a foundational cognitive framework that achieves a robust balance and integration of instrumental and value rationality.At the technological level,tools,the adoption of advanced information technologies,such as dynamic sensing and intelligent processing,is essential to facilitate"precise perception and cognition"of the changes and trends in natural resources and human activities.Concurrently,at the evaluative level of value,leveraging the supportive capabilities of information technology is crucial to realize information sharing,data analysis,and interactive sharing and collective innovation of group intelligence.This provides a robust foundation for collective decision-making that meets the demands of complex and open decision-making processes in natural resources digital governance.In the development process of digital capabilities for natural resources,it is imperative to adhere to and follow a logical framework that achieves a balanced integration of instrumental rationality and value rationality.This necessitates the establishment of a novel governance model that organically fuses instrumental rationality with value rationality across three distinct yet interrelated dimensions:the technological pathway,the managerial pathway,and the value pathway.This requires all parties involved in the construction to fully utilize the empowering capabilities of new-generation information technologies for information collection,sharing,data modeling analysis,and the reshaping of business processes and work modes.Simultaneously,there must be a heightened focus on the application of value rationality in the selection and rational choice of technological means during the practical process.This dual approach is essential to prevent the pitfalls of over-reliance on technological tools,which can lead to the neglect of the actual needs of the public and result in a form of governance that is mechanical and lacks initiative,commonly referred to as"indolent governance"and"lazy governance".By ensuring a harmonious blend of technological innovation with ethical and societal values,a balanced and sustainable path for the digital governance of natural resources can be forged,one that is both responsive to the needs of the populace and adaptive to the complexities of modern governance challenges.
