Technical models for building smart territory:A case study of Chongqing
National land space refers to a comprehensive regional space under the jurisdiction of national sovereignty,serving as the environment for the survival and development of citizens and the coexistence of human and land.It encompasses various construction and development activities such as production,life,and ecology.Smart territory emerges as a pivotal initiative to coordinate the digitized development of natural resources and geographic space,fostering intelligent applications and facilitating high-quality development.China's exploration of smart territory commenced at the end of the 20th century.Preceding the official emergence of the smart territory concept,it traversed two primary stages:digital land and golden earth engineering.Through the construction of digital land and golden earth engineering,China gradually constructed a framework system for land and resource informatization.In 2012,the Ministry of Land and Resources introduced the goal of building a smart territory that encompasses the entire region and integrates digitization,networking,and intelligence at the National Conference on Land and Resources Informatization.Currently,while significant research has been conducted on the connotation and framework construction of smart territory,relatively little research has been directed towards the technical models of smart territory.Moreover,the limited studies on technical models fail to fully align with the current architecture of digital China construction.This paper focuses on researching the technical model of constructing smart territory,aiming to provide theoretical references for technological innovation direction and key tasks in the practice.Initially,addressing the deficiencies in current smart territory construction,this paper proposes an overall construction concept themed"from information to knowledge,from knowledge to smart".It advocates for spatiotemporal data governance,connecting spatiotemporal information flow,and driving business flow through high-quality spatiotemporal information interconnection at the business level,thereby achieving spatiotemporal knowledge empowerment.Building upon this foundation,a comprehensive technical framework for smart territory construction characterized by"comprehensive dynamic perception,systematic accurate cognition,and overall intelligent control"is outlined.Subsequently,based on the analysis of the current status and existing challenges in Chongqing's smart territory construction,this paper delves into the technical innovation direction and key tasks pertinent to smart territory construction in the region.Finally,considering the current development status of smart territory,corresponding suggestions are provided for the next step of smart territory construction to facilitate in-depth research and demonstration implementation of smart territory in China.
