Study on the rapid integration of land transportation in Pearl River Delta urban agglomeration
In the process of urban agglomeration integration, the integration of land transportation infrastructure networks and management is an important prerequisite. Land transportation infrastructure serves as the support and carrier for the circulation of economic and production factors within urban agglomerations, the coordination level of which is related to the economic and social development level and integration process of the entire region. Therefore, this paper focuses on the Pearl River Delta urban agglomeration as the study area with the aim of developing an evaluation method and index system for regional land transportation network integration that is adapted to the development practice of China's urban agglomeration and clearly reveal the issues in the land transport integration development of the Pearl River Delta urban agglomeration. To establish an evaluation method and indicator system for the integration of land transportation in the Pearl River Delta urban agglomeration, this paper applies geographic information system technology and analytic hierarchy process (AHP), fuzzy comprehensive evaluation methods. This study comprehensively analyzes and discusses the integration level of rapid land transportation network construction and management services in the Pearl River Delta through five dimensions: reasonable scale, degree of connectivity, network balance level, management uniformity, service convenience, and policy consistency. The results indicate several issues with the integrated development of land transportation in the Pearl River Delta urban agglomeration, such as uneven infrastructure construction, uncoordinated network patterns, incomplete management service and policy coordination system, imperfect cost-sharing and benefit-sharing mechanisms, and a lack of collaborative governance mechanisms. Furthermore, scientific references and decision-making support are provided for the integrated management and development of rapid land transportation in the Pearl River Delta urban agglomeration, focusing on planning and construction, coordination and support, and organizational collaboration. Specifically, in the context of coordinated development of the Pearl River Delta urban agglomeration, it is necessary to continuously enhance the connection between various rapid transportation modes, optimize the spatial layout of transportation facilities, and drive the development of underdeveloped areas in the region through close transportation connections. Meanwhile, actively promoting the construction of rapid rail transit can fill gaps in the development of transportation facilities. By fully utilizing the existing network benefits of highways, it significant to improve the overall level of integration of rapid land transportation. Additionally, further deepening the reform of the integrated management system, seeking unified planning for the transportation development of the Pearl River Delta urban agglomeration, and achieving the integration and orderly connection of different rapid land transportation modes are essential. Finally establishing a mechanism for ensuring funding and sharing benefits to strengthen intergovernmental cooperation is crucial. An organizational mechanism for collaborative governance among multilateral governments, scientific research institutions, and other relevant entities in the Pearl River Delta should be formed to ensure the implementation of transportation integration planning and projects. This study combines analytical models such as analytic hierarchy process, fuzzy comprehensive evaluation, spatial kernel density, and accessibility evaluation to construct an evaluation framework for the integrated planning, construction, and management of regional transportation networks. It provides a useful exploration for the development of integrated transportation networks in urban agglomerations in China, enriches the theory and methods of integrated evaluation of regional transportation networks and offers reference and practical experience for the planning, construction, and management of regional transportation network integration in China.
