Coupling Coordination Development of Environmental Regulation and Scientific and Technological Innovation in Chinese Provinces
The coupling coordination development of environmental regulation and scientific and technological innovation can provide strong support for economic growth and ecological civilization.This paper constructed the evaluation index system of environmental regulation and scientific and technological innovation,then measured the coupling coordination degree of environ-mental regulation and scientific and technological innovation in 30 Chinese provinces(municipalities and autonomous regions)from 2009 to 2020,and finally analyzed the spatial and temporal distribution pattern of the coupling coordination degree.The re-sults showed that the coupling coordination degree of environmental regulation and scientific and technological innovation in China showed an increasing trend,and the growth rate was characterized by"high in the west and low in the east".But the cou-pling coordination degree was low and had not yet reached the state of benign coupling coordination development.There are re-gional differences in the coupling coordination degree,with an overall spatial distribution pattern of"high in the east and low in the west,high in the south and low in the north".The high-level coupling coordination areas gradually expand from the eastern coast to the inland.According to the coupling coordination level and characteristics,Chinese provinces(municipalities and auton-omous regions)are divided into five categories,namely,innovation initiative mode,technological progress mode,environmental constraint mode,traditional passive mode and innovation lag mode,and it is proposed that environmental regulation should im-plement differentiated regional policies according to regional innovation capabilities.
