党建引领社会治理,组织功能的发挥是基层治理的"龙头"引擎,资源配置的利用则是基层治理的根本保障.云南基层党组织社会治理能力的提升是融入国家现代化治理战略的重要方面,其中对组织功能的定位、资源高效利用、两者协同发展机制等因素的认识就显得尤为重要.为提升云南基层党组织的治理能力,需从加强思想引领、优化运行机制、坚持实践创新以及完善制度建设等方面着力,才能更好地发挥云南基层党组织的组织优势与资源优势的耦合作用,为国家治理现代化贡献云南力量.
Abstract
Party building leads social governance.The exertion of organizational function is the leading engine of primary-level governance,while the utilization of resource allocation is the fundamental guarantee of primary-level governance.The enhancement of the social governance capacity of Yunnan primary-level Party organizations is an important aspect of integrating into the national modernization governance strategy.Among them,the understanding of factors such as the positioning of organizational functions,the efficient utilization of resources,and the coordinated development mechanism of the two is of particular significance.To improve the governance capacity of Yunnan primary-level Party organizations,efforts should be made in strengthening ideological guidance,optimizing operational mechanisms,adhering to practical innovation,and improving institutional construction,so as to better play the coupling role of the organizational and resource advantages of Yunnan local Party organizations and contribute Yunnan's strength to the modernization of national governance.
