摘要
随着发改办价格[2021]809号文件的发布,我国售电侧市场化进程再向前迈进一步.首先梳理了英国、美国、德国和日本等发达国家售电公司的发展情况;在考虑了虚拟电厂、综合能源、绿色电力等融入带来的影响基础上,总结了配售一体化、供销合作社、综合能源服务、第三方独立售电和虚拟电厂包月售电5种运营模式;接着从电价套餐、增值服务和营销策略三方面分析了国外售电公司零售策略;最后,在电价套餐、配电网运营、需求侧潜力挖掘、绿色电力、虚拟电厂模式探索等方面对我国售电公司的运营提出了具体建议.
Abstract
With the release of the NDRC Price[2021]No.809 document,China's electricity retail market has taken another step towards marketization.Firstly,this paper reviews the development of electricity retail compa-nies in developed countries such as the United Kingdom,United States,Germany and Japan.Considering the in-tegration of virtual power plants,comprehensive energy and green electricity,it summarizes five operating mod-els:integrated distribution,supply and marketing cooperatives,comprehensive energy services,third-party inde-pendents,and monthly sales of virtual power plants.Furthermore,it analyzes retail strategies from the perspec-tives of electricity tariff packages,value-added services and marketing strategies.Finally,specific suggestions are proposed for the operation of Chinese electricity retail companies in terms of electricity tariff packages,distribu-tion network operations,exploration of demand-side potential,green electricity and exploration of virtual power plant models.
