Italy's Management Framework for the Valorization of Cultural Heritage
Italy has developed a sophisticated regulatory framework and practical experience in cultural heritage enhancement. This framework,as embodied in its latest version of"Code of the Cultural and Land-scape Heritage"and other key regulations,is characterized by its emphasis on cultural attributes,state own-ership,and refined legal instruments. In comparison,China's cultural relic protection laws lack a clear framework for utilization due to unclear roles and duties of cultural relic authorities. This gap hampers effec-tive implementation of new cultural relic policies. To address this,China should integrate the opening of his-torical sites into public cultural services,enhance the unified management of state-owned cultural relics,and develop robust management tools for their revitalization and utilization.
