The Process,Dilemmas and Connotations of the Non-Aligned Movement in Establishing the Indian Ocean as a Zone of Peace(1964-1980)
After the Second World War,with the gradual contraction of British influence in the Indian Ocean region,the two superpowers,the United States and the Soviet Union,expanded their spheres of influence in the Indian Ocean region,posing a security threat to the countries along the coast of the Indian Ocean and in the region.After the Bandung Conference,the countries of the Indian Ocean littoral and the region began to use the platform of the Non-Aligned Movement to propose to the United Nations the construction of a zone of peace in the Indian Ocean,and the proposal was adopted by the United Nations in 1971.In contrast to the post-World War Ⅱ world order dominated by the two superpowers,which was unjust to the Third World,the initiative of the Indian Ocean Peace Zone was an attempt to build a new world order centred on the concepts of independence,autonomy,peace and cooperation.However,India's attempts at regional hegemony and its'Monroe Doctrine'violated the sovereignty of neighbouring countries,and the United States and the Soviet Union viewed the Indian Ocean zone of peace only as an international policy to counterbalance each other's military power in the Indian Ocean region,and did not engage in a substantive dialogue on such issues as the withdrawal of their military bases and navies,which made it difficult for the implementation of the resolution on the Indian Ocean zone of peace to be achieved.At the same time,the Non-Aligned Movement has not taken many measures in response to this situation,and can only call for the construction of an Indian Ocean zone of peace in a moral manner,which has further contributed to the decline of the idea of constructing a zone of peace in the Indian Ocean.In conclusion,the idea of an Indian Ocean zone of peace is the pursuit of peace and stability by the third world countries in the global confrontation between the two superpowers of the United States and the Soviet Union,which has added more stability and positive energy to the development of world peace.Today,the struggle for this process continues in the global South,and from this perspective,.
