Since the 11th Congress of the Communist Party of Vietnam(CPV),party diplomacy has occupied an increasingly important position in the overall diplomacy of Vietnam.Due to shared ideology and social systems,socialist countries have traditionally been the focus of Vietnam's party diplomacy.Examining the CPV's practice of party diplomacy with socialist countries,it can be divided into four phases based on significant events or timelines:the exploration phase,the adjustment phase,the consolidation and enrichment phase,and the mature and stable phase.Each phase of party diplomacy has distinct characteristics,but serving the national interest and safeguarding political security have always been the clear and shared features of every era.The 11th Congress of the CPV marked an important milestone in Vietnam's party diplomacy with socialist countries.Unlike previous congresses with emphasis on integrating into the international economy,the 11th congress highlighted the importance of"actively and proactively integrating into the international community".Party diplomacy,as a flexible and promising form of diplomacy,has increasingly gained favor from the CPV.Since the 11th Congress,Vietnam's party diplomacy with socialist countries has become more mature and stable,characterized by a broader scope,diverse forms,and higher political significance.Compared to party diplomacy with capitalist countries,the CPV's party diplomacy with socialist nations differs significantly in terms of content,form,and target.Looking ahead,the unique advantages of party diplomacy with socialist countries in Vietnam's overall foreign policy will continue to be enhanced,and this approach will increasingly move towards institutionalization and systematization,providing greater support for safeguarding Vietnam's national interests and political security.
