Clean Energy Cooperation between the U.S.and India in the Context of the "Dual Carbon" Goals
As the global climate crisis intensifies, achieving carbon peaking and carbon neutrality(referred to as"Dual Carbon"goals)has become a big challenge for countries worldwide. These goals are crucial not only for facing global climate changes but also for exerting profound impacts on the economic, social, and environmental development of these countries. As major carbon emitters and energy consumers, the United States(U.S.)and India bear a critical responsibility to lead in reducing carbon emissions while also facing immense pressures to transition their energy systems. In recent years, the U.S.and India have strengthened clean energy cooperation to tackle the climate crisis, boost energy security, drive industrial transformation, and compete with China in the global clean energy market. This partnership features high-level engagements, increased investments, technological collaboration, and initiatives within U.S.-led"mini-multilateral"frameworks.Clean energy cooperation between the U.S.and India has influenced the upgrading of bilateral industrial structures, the global clean energy supply chain landscape, and international geopolitical dynamics to varying degrees.Despite the clear upward trend in clean energy cooperation between the U.S.and India,it remains constrained by differences in strategic objectives and development stages, unstable policy orientations,a lack of strategic trust, and limited financial resources and investment capacities. As China is a key competitor targeted by clean energy cooperation between the U.S.and India,it is essential for China to accurately assess the potential impacts on the interests, make strategic preparations in advance, and enhance the capacity to tackle the challenges posed by this cooperation.
