In order to strengthen the government's ability to communicate crisis information and improve the efficiency of government news release and public opinion handling in crisis situations,based on the supply-demand perspective of information elements of major public health emergencies,this paper comprehensively applies system analysis method and process analysis method to describe the blocking effect of risk information communication ability of grass-roots governments under the background of digital public opinion ecology.The phased characteristics and evolution process of government emergency information communication strategy were described,and the government's emergency information communication ability should be improved under the background of digital public opinion,so as to ensure the accuracy of public information.Empathic interaction,focus on response rhythm control degree;Refuting rumors and shaping the tightness of public opinion guidance.
