The implementation of EU export controls involves the common security and economic interests of vari-ous countries,and has always been a focus of attention.With the intensification of the great power games and the ongoing Russia-Ukraine crisis,EU export controls are facing the dual challenges of a changing external environ-ment and the need for an improved framework and mechanism.The EU urgently needs to coordinate country-spe-cific controls and union controls,perfect the control list for emerging technologies,and seek a more unified and powerful EU voice internationally.The reshaping of EU export controls will affect economic and technological co-operation between China and Europe.Our government and enterprises should adhere to active cooperation to com-bat decoupling,independent innovation to resist supply chain disrupitons,and fully tap into the potential of the do-mestic market,actively participate in the international division of labor,and safeguard our economic and security interests under the new development pattern of dual circulation.
