Critical Mineral Policy of the Biden Administration:Trends,Impacts,and China's Response
The Biden Administration's critical mineral policy aims to enhance the security and international competitiveness of the U.S.critical mineral supply chain,reducing external dependence on countries such as China.The new trends in the Biden Administration's critical mineral policy are primarily reflected in three aspects:first,strengthening international mineral alliances to promote the diversification of critical mineral supply chains;second,increasing investment in research and development to boost domestic supply capacity of critical minerals;third,emphasizing the transition of clean energy based on critical minerals to enhance the discourse power of international climate governance.The critical mineral policy of the Biden Administration not only exacerbates global zero sum competition,hinders supply chain cooperation,but also increases the import and export risks of critical minerals in China.In response,China should strengthen international cooperation on critical minerals,accelerate breakthroughs in core key technologies,and improve the industrial system for recycling waste mineral resources.
