The Strategic Intention and Multidimensional Impact of the U.S.Promoting the Establishment of the Indo-Pacific Economic Framework
Since World War Ⅱ,the United States has consistently aimed to establish global leadership,and has long regarded the containment of Indo-Pacific geopolitics,especially China,as a strategic direction.Therefore,the US-led Indo-Pacific Economic Framework(IPEF)is a key part of its efforts to reclaim economic dominance in the Indo-Pacific region.The Biden administration has launched the IPEF with the characteristics of Minilateralism as a result of its current policies,based on a comprehensive consideration of systemic incentives to counterbalance China's growing influence in the Indo-Pacific region,the historical continuity of the strategic thinking of selective containment,perceptions of national security by U.S.leadership,and the domestic governance environment.In the implementation of the IPEF,the United States aims to pursue political-economic dual containment in areas such as the digital economy,supply chains,clean energy,taxation and anti-corruption,which has hindered the process of economic integration in the Indo-Pacific region,weakened China's discourse power in economic and trade governance,and undermined China's core interests in foreign affairs.In order to cope with the strategic pressure that the framework may bring,China should steadfastly adhere to the concept of a Community with a Shared Future for Mankind,strengthen regional multilateral cooperation with Indo-Pacific countries,optimize its new economic development pattern through reform and opening up,and boost its economic strength,so as to enhance China's leadership in the Indo-Pacific region.
