The Analysis of the EU Control List of Dual-Use Items and Its Inspiration
The EU is a major manufacturer and exporter of dual-use items worldwide,and the EU Control List of Dual-Use Items is its primary approach for implementing export controls on dual-use commodities.With the intensification of the great power game and geopolitical conflict,the EU increasingly adjusted its strategy of export control and updated the EU Control List of Dual-Use Items.Its establishment is based on the EU Dual-Use Items Control Regulation of 2021 and international export control rules,including the main element rules,the categories of controlled items,technical parameters and technical notes,and so on.It has the characteristics of complex updating procedures and unlimited updating frequency,as well as shows trends such as a significantly increased updating frequency and a focus on control in high-tech fields,which is likely to affect the trade of dual-use items between China and the EU.Therefore,China should take seriously the updating of the export control list of foreign dual-use items,step up to make China's control list of dual-use items,accelerate technological breakthroughs and development in critical fields,thus deepening economic and trade cooperation between China and the EU.
