The International Experience of Foreign Investment Security Review and Study on China's Pathway
Improving the system of foreign investment security review is a fundamental requirement of the overall national security outlook and a strong guarantee for establishing a new development pattern.Major developed countries have accumulated richer experience in the process of long-term foreign investment security review,which can provide valuable insights for the development of such a system in China.Based on the operation of foreign investment security review mechanisms in developed economies such as the United States,Europe,and Canada,this paper identifies that increasingly stringent reviews,generalized content,and a strong political quality characterize the trend of the foreign investment security review system.The intensified international competition under the wave of protectionism,along with the continued spread of populism and protectionism in the economic and trade sectors,are common reasons of this trend in the current foreign investment security review mechanisms.Besides,the review mechanisms of different economies also have their unique developmental paths.On these bases,specific suggestions for improving China's foreign investment security review are proposed:optimizing mechanism of coordination of enterprises and social entities,strengthening full-process risk assessment,improving internal and external oversight mechanisms to enhance the level of public opinion guidance,increasing the level of information disclosure to better grasp the initiative in public opinion,and refining on regulation in emerging fields to promote orderly openness across multiple domains.
