Research on Cross-Border Logistics Development and Countermeasures at Border Ports under the Trusteeship Model——the Model of Kunming-Mohan as an Example
Against the background of expanding opening-up in the border areas,to highlight the advantages of ports and passages,Kunming creates the trusteeship model at Mohan port,and the two places have jointly constructed a port-type national logistics hub at land borders,which has had a significant impact on the development of Yunnan's cross-border logistics.As problems persist such as backward infrastructure,relatively small economic scale and single function of the border crossing,Kunming-Mohan has access to expand the multimodal transportation of the border crossing,innovate the customs clearance mode,optimize industrial clusters,improve the infrastructure of the border crossing and cultivate talents through the development of management mechanism,construction and operation,and financial support and other measures.Practical experience indicates that the development of cross-border logistics at border crossings under the trusteeship mode is necessary to start from strengthening targeted publicity,expanding the trade scale,perfecting logistics channel,developing logistics finance and promoting technological innovation.The experience from the high-quality leapfrog development driven by the Mohan model can provide a reference for the future construction of border ports and cross-regional management.
