This paper explores the pathways for Zhoushan City to build a global hub for bulk commodity resource allocation,driven by innovation.Leveraging its geographical advantages and marine economy foundation,Zhoushan has the potential to become a key node in resource allocation.The study analyzes the development of Zhoushan City in terms of technological innovation,green and low-carbon transformation,and trading platform construction.Intelligent logistics and data analytics have enhanced industrial efficiency,while green energy sys-tems and low-carbon models have promoted environmental sustainability,and the intelligent trading platform along with blockchain technology have improved market transparency and efficiency.The study also discusses the chal-lenges faced by Zhoushan,such as market competition,industrial chain coordination,and financial services,and then offers recommendations to enhance Zhoushan's competitiveness in the global market.
