The Logic,Actions and China's Responses to the EU's Containment of Chinese Internet Firms in the Context of De-risking Strategy
In the context of the de-risking strategy against China,the European Union has introduced a series of policy tools such as the EU 5G security Toolbox,the Digital Services Act and Digital Market Act,which implies the strategy-policy-tool nested containment logic.In the hardware sector,the EU employs strong exclusionary tactics to exclude Chinese firms from the supply chains.In the software sector,the EU has curbed the development of Chinese firms in Europe by tightening regulation,imposing restrictive obligations and targeted litigation.Chinese Internet companies in Europe are facing problems such as increased operating costs and stricter regulation,but the series of EU policies have also restrained the expansion of U.S.Internet giants in Europe to a certain extent,making the opportunities and challenges for Chinese Internet companies to expand the European market coexist.Therefore,China should advocate for a fair and open international network market environment in the international arena;guide relevant enterprises d in compliance assessment and risk management;and develop countermeasures against unfair EU sanctions.
