RESEARCH ON THE CONSTRUCTION OF PLANNING INDICATOR SYSTEMS FOR INNOVATION CLUSTERS FOCUSED ON GUIDANCE AND CONTROL
To ensure the effective implementation of the innovation-driven development strategy,China has initiat-ed the creation of various innovation space carriers at different levels,with urban innovation clusters as a typical ex-ample.The indicator system plays a crucial role in the planning,construction,and management stages of these inno-vation spaces.Developing a reasonable planning indicator system is of significant importance for scientifically formu-lating relevant plans and effectively guiding and controlling the cultivation and development of innovation space car-riers.Drawing on relevant domestic and international experiences,this study clarifies the underlying logic of con-structing an innovation space carrier indicator system.From a"full-process"control perspective,it summarizes the"goal-strategy-indicator-action"model.Using Hangzhou Future Science City as a case study,the research conducts an empirical study on the construction of an innovation cluster planning indicator system.By defining development goals,devising development strategies,constructing the indicator system,and ensuring the implementation of ac-tions,the study aims to effectively utilize the policy attributes of the planning indicator system for goal-oriented guid-ance and implementation control.
