RESEARCH ON THE STANDARD MODEL FOR CALCULATING COMPENSATION FEES FOR THE USE OF UTILITY TUNNELS
To address the issue of calculating the compensation standards for the use of integrated utility tunnels,this paper compares domestic and international charging models and proposes a standard model for calculating the compensation fees based on the'one city,one price'approach.The model determines the entrance fee using the di-rect burial cost method and the routine maintenance fee using the spatial proportion method.From the perspective of encouraging pipeline units to enter the tunnels by lowering the entrance fees,the number of burial instances is calcu-lated as the design service life of the tunnel minus the first direct burial instances.It also presents principles and ideas for calculating routine maintenance fees.This model is applied to the calculation of compensation fees for inte-grated utility tunnels in City A,and the results are compared and analyzed with those from other cities,validating the model's rationality and applicability,which can provide a reference for the calculation of compensation fees in other cities.
