基于大型基础设施建设的多级空间管控区划定方法

北京城市副中心基础设施环是统筹多项功能的主干环状系统,具有功能多、造价高、占地广的特点,其规划工作的推进较为慎重。随着周边地块陆续开展建设,为基础设施环预留远期建设条件显得尤其重要。为了满足基础设施环远期实施阶段的地下结构空间要求,有必要结合相关区域的用地性质及建设条件,开展基于地理信息的多要素交叉分析,从而划定侧重控制的一级管控区和侧重互联互通的二级管控区,明确城市建设工程与基础设施环的实施界限。同时为国内同类型新城建设探索出一套可复制的大型市政交通基础设施管控区划定方法,以期在减少占地面积的同时,提升此类市政交通基础设施的服务水平。
A Delineation Method of Multi-Level Control Area Based on Large-Scale Infrastructure Construction
Beijing's sub-center plans to build an infrastructure ring,which has the characteristics of multiple functions,high cost and wide land occupation.With the development of surrounding projects,it is very important to reserve long-term construction conditions for infrastructure ring.In order to meet the space requirements of the infrastructure ring in the long-term implementation phase,it is necessary to carry out multi factor cross analysis in combination with the nature of land use and construction conditions in relevant areas.Then delimit the primary control area and the secondary control area,clarify the implementation boundary between urban construction projects and infrastructure ring,and explore a replicable method for delineating control zones for large-scale municipal transportation infrastructure,which can reduce land area and improve service levels of such municipal transportation infrastructure.
