摘要
资源和服务是图书馆的生存之本.实施以高质量资源为基石、以高水平服务为驱动的资源服务一体化发展战略,是图书馆在新时期高质量发展的必然路径.面对人工智能与开放科学给图书馆资源服务带来的机遇与挑战,图书馆如何根据自身的资源特点坚持资源与服务的一体化协同推进,提升经费使用效能,是当前和今后一段时间需要直面的问题.文章以清华大学图书馆的实践为例,总结了图书馆一体化资源管理与服务平台和公益性学术资源服务平台的建设经验,并对图书馆如何支撑学校世界一流大学建设目标提出一些思考.
Abstract
Resources and services constitute the cornerstone of a library's functionality.By adopting an integrated development strategy centered on high-quality resources and first-class services,libraries can better fulfill their mission of supporting the teaching and research excellence of the universities they serve.Aligning with the burgeoning trends of artificial intelligence and open science,Tsinghua University Library has been taking a series of measures to enhance such integration over the years.Faced with a reduced budget from the University for resource purchase,Tsinghua University Library has been optimizing its resource purchase portfolio through dynamic assessments and adjustments of its purchase structure to best meet the academic resource needs of faculty and students.By adopting the ALMA system from Clarivate,Tsinghua University Library has established a highly effective and efficient resource management and service platform for its extensive collection of physical and electronic resources.In addition,Tsinghua University Library promoted the launch of the"Open Science Support Plan",together with other institutions in Tsinghua University,which has achieved significant progress.These efforts collectively reinforce Tsinghua University's aspiration to become a world-class institution.In this paper,we introduce our explorations and practices in detail around the following aspects:(1)Strengthening the integration and coordination of resource construction with the university's academic disciplines.Tsinghua University Library attaches great importance to high-level support and precise provision of academic resources.This is further strengthened by the active utilization of the library's collections to carry out a variety of discipline-specific services,thereby meeting the diverse needs of both faculty and students and improving the overall efficiency of resource utilization.(2)Actively collaborating with,organizing,and promoting multiple institutions within the university to implement the"Open Science Support Plan",actively engaging in global open science practices,and making forward-looking arrangements for aggregating globally accessible open resources.By building a highly inclusive open access resource platform,i.e.,Opensign,Tsinghua University Library promotes and ensures the widespread sharing and exchange of precious academic resources for free,which is an endeavor manifesting its social responsibility in the construction of the global academic community and concretely supporting the development of universities in relatively underdeveloped areas,such as China's western regions.In the face of constantly evolving internal and external environments,libraries must actively adapt to and embrace new technologies,especially AI.They must continuously optimize and upgrade their resource systems and service models,reinforcing their integrated development strategy of resources and services.This will enable them to meaningfully transform and continue fulfilling their core mission of serving knowledge innovation and inheriting knowledge and information in an environment ripe with both challenges and opportunities.
