Construction and Implementation of an Influence-Driven Strategic Planning Model for Academic Libraries
Strategic planning of academic libraries serves not only as a core compass guiding the future work of libraries but also plays a pivotal role in driving the overall development and construction of universities.This study introduces the concept of impact-driven strategic planning for academic libraries and proposes a model to facilitate its effective implementation.In terms of research questions,library strategic planning is recognized as a topic that involves both theoretical and practical dimensions,especially in the field of academic libraries,where there is an urgent issue in ensuring the alignment between the libraries'strategic planning with the overarching strategic objectives of their parent universities.Regarding the research objectives,this paper aims to conduct an in-depth investigation and analysis of the status of strategic planning of academic libraries during China's"14th Five-Year Plan"period.By drawing on the experiences of strategic planning from both domestic and international libraries and related institutions,the paper analyzed the relationship between strategic planning and its impact.Based on these insights,it developed a model for impact-driven strategic planning in academic libraries to effectively align library strategic planning with university strategic objectives.Methodologically,this paper employed a variety of research methods,including literature review,case studies,and empirical research.Through extensive research on the"14th Five-Year Plan"strategic planning of academic libraries in China and in-depth analysis of strategic planning in both domestic and foreign libraries and related institutions,the proposed model elaborated on how impact-driven library strategic planning aligns with university strategic objectives and ensured the effective implementation of strategies.The research findings are based on a case study of a specific academic library,utilizing the Library Impact Map(LIM)tool to assess the library's strategic alignment with the university's primary goals.The analysis reveals that,while there is a certain degree of alignment between the library's strategic planning and the university's main objectives and tasks,there still remains considerable room for optimization.The research conclusions point out that as the"15th Five-Year Plan"era approaches,academic libraries should further refine their strategic planning through impact-driven approaches to align more closely with the university's priorities.Through this process,academic libraries can more effectively demonstrate their significant contributions in supporting university development to decision-makers,thereby garnering additional support and resources to further enhance their service impact.
