With the rapid development of the digital economy,the importance of data as a production factor has been fully recognized.Promoting the sustainable development of the data element market can provide significant support for economic and social development.Enterprises are the main body of industrial operation,and thus data element-based enterprises are the practitioners of data element production and circulation,as well as an important driver for market-oriented construction.How to encourage such enterprises to participate in the circulation and application of data elements,maximize the value of data elements,and enable more enterprises to engage in the development of the data industry chain are important topics that need to be addressed in the current process of promoting the construction of the data element market.This article provides references for the development direction of data element-based enterprises by analyzing the cultivation policies and implementation effects of enterprises that use special and sophisticated technologies to produce novel and unique products for data element-based enterprises in China.
