To solve the problems of data ownership management and rights'disputes in data transactions faced by telecom operators,this study explores the path of telecom operators'data element ownership from both institutional and technical perspectives,preliminarily explores the classification and division methods of telecom operators'data element ownership,establishes a data element ownership process,and forms a telecom operators'data element ownership mechanism based on blockchain and privacy computing technology.
