国土空间人地关系的概念与内涵辨析

协调人地关系是可持续发展的内在要求,是世界各国空间规划编制与实施监测的重要内容,也是国土空间规划的基础科学问题.本研究解析了开展国土空间人地关系研究的必要性、现实性和紧迫性.基于对人地关系和国土空间的概念认知,提出了国土空间人地关系的概念.基于对国土空间规划业务的解析,从资源供需关系、资源资产赋权关系、开发保护关系、用途管制关系4 个维度探讨了国土空间人地关系的内涵.国土空间人地关系既是人地关系地域系统理论的空间体现,又是面向人与自然和谐的人地关系调控的业务场景,国土空间人地关系的概念与内涵为国土空间规划提供了新的理论支撑.
Territorial Planning-Oriented Human-Environment Relationship:Concept and Theoretical Connotation
Harmony between human and nature is the inherent requirement of sustainable development,and it is an important content of spatial planning and implementation monitoring in all countries.The harmonious mecha-nism between human and nature is the fundamental scientific question in the field of territorial planning.This paper analyzes the importance and necessity of carrying out the research on the relationship between human and environ-ment towards territorial planning.Based on the concept cognition of human-environment relationship and territorial space,the concept of human-environment relationship towards territorial planning is put forward.This paper probes into the connotation of territorial planning-oriented human-environment relationship from four dimensions:supply and demand for resources,resource asset empowerment,development and protection of territorial space and territo-rial and spatial use regulation.This paper provides theoretical support for the territorial planning.
