Mission-driven and Career-traction"Dual-wheel Drive"Mechanism for the Scientific Talents Emergence—Taking China Academy of Launch Vehicle Technology as an Example
High level scientific and technological self-reliance is the key to achieving the goal.Strategic talents are an important force to lead the na-tional scientific and technological development,especially those strategic scientists who can meet the national major strategic development needs.How-ever,the reality is that many cutting-edge scientific technologies are being"choked"—there is still a serious lack of scientific talents.In this regard,the article combines the talent management practice of China Academy of Launch Vehicle Technology,based on the theory of systems engineering,and systematically explores the shaping mechanism of the emergence of"dual wheel drive"scientific talents from the perspective of human resources.It was found that the emergence of scientific talents is due to centered on mission-driven and career-traction.The former is at the level of"Dao"(cognition)and refers to the internal driving force—incentive mechanism,focusing on the cultivation of organizational culture;the latter is at the level of"Shu"(technique),belonging to the external pulling force—traction mechanism,focusing on the cultivation of talent soil.Under the mission-driven driving mechanism,the organization creates a cultural environment for the emergence of scientific talents through four key points:party building coordination,spiritual guidance,unique temperament,and simple atmosphere.Under the mechanism of career-traction,the organization nurtures the soil for the emergence of scientific talents through four key points:excellent genes,talent echelons,practical training,and effective motivation.The scientific talents emergence mechanism framework based on mission-driven and career-traction research can effectively compensate for the lack of evaluation of scientific talents emergence in existing literature,and provide some management insights for the talent emergence of enterprises.
