Evaluation of Service Efficiency and Redundancy of Elderly Care Institutions in China from the Perspective of Supply Side Reform—Based on Provincial Panel Data from 2013 to 2021
From the perspective of supply side reform,analyzing the service efficiency and redundancy of elderly care institutions in China is of great significance for correcting deviation in factor allocation and expanding effective supply.Introducing a non-economic and non-expected output correction efficiency evaluation index system,this article utilizes provincial panel data,andthe super efficiency SBM Malmquist model to explore the spatiotempo-ral characteristics of efficiency and redundancy in China's elderly care institutions.Research has found that from 2013 to 2021,more than half of the provinces in China has achieved effective efficiency,with the highest service efficiency in elderly care institutions in Sichuan,Guangdong,Hei-longjiang,Beijing,and Shanghai.There is a regional imbalance in the service efficiency of elderly care institutions in China,characterized by a central depression and a phased alternation between the eastern and western regions.Due to the low level of technological progress and efficiency,the improve-ment of service efficiency in elderly care institutions in China is slow.Most provinces have insufficient expected output and redundant unexpected out-put,while two-thirds of provinces have input redundancy.Therefore,we should promote the supply side reform of elderly care institutions from three aspects:optimizing the structure of factor allocation,coordinating development in the eastern,central,and western regions,and improving the level of technological progress and efficiency.
