成渝地区双城经济圈生态环境协同治理的法律保障

区域环境协同治理是成渝地区双城经济圈建设的重要工作内容,其对提升成渝地区城市竞争力具有重要的现实意义.借鉴现有京津冀、长三角、珠三角在环境协同治理的实践经验可以发现,从立法、执法、司法、守法等法律实施的四个维度出发展开协同治理,能够充分发挥不同主体的作用,并显著提升治理的有效性.其中,协同治理既需要注重多元主体参与,加强立法、执法、司法、守法等方面协同治理的尝试,还需要重视地方性法规在区域环境协同治理中的作用,以期增强成渝地区双城经济圈区域环境协同治理的具体效能.
On the Legal Guarantee of Ecological Environmental Collaborative Governance in Chengdu-Chongqing Economic Circle
Regional environmental collaborative governance is important to the construction of Chengdu-Chongqing economic circle,which is of great practical significance for improving the urban competitiveness of Chengdu-Chongqing region.Drawing on the existing practical experience of Beijing-Tianjin-Hebei region,Yangtze River Delta and Pearl River Delta in the environmental collaborative governance,it is found that the collaborative governance starts from the four dimensions of legislation,law enforcement,justice and observing the law,which can give full play to the role of different subjects and significantly improve the effectiveness of the governance.Among them,it is necessary to not only pay attention to the role of local laws and regulations in regional environmental collaborative governance,but also pay attention to the participation of multiple subjects and strengthen legislation,the attempts of law enforcement,justice and law abiding,in order to enhance the specific effectiveness of regional environmental collaborative governance in Chengdu-Chongqing economic circle.
