Evaluation and promotion strategy of urban resilience construction in Wuhan City
With the increasing complexity and diversification of social risks faced by cities, enhancing the a-bility of cities to resist risks is gradually receiving great attention from the country and society.Resilience construction is beneficial for cities to resist and respond to various risks and disasters, and is of great signi-ficance for the healthy and sustainable development of cities. In order to better promote the urban resilience construction, taking Wuhan as the research object, this paper built an urban resilience construction evalua-tion index system including four dimensions of economic resilience, social resilience, ecological resilience and infrastructure resilience based on TOPSIS entropy weight method, and conducted a comprehensive resi-lience and multi-dimensional resilience evaluation on the urban resilience construction level of Wuhan from 2011 to 2021,with comprehensive consideration of the impact of COVID-19,flood,extreme weather and other risk disasters on cities, and analyzed the current status and existing problems of urban resilience con-struction in Wuhan. Finally, strategies for improving urban resilience in Wuhan were discussed. The re-sults show that the overall comprehensive resilience score of Wuhan City shows an upward trend, but its comprehensive resilience level is not high. There are still obvious shortcomings in the construction of four dimensions of economic resilience, social resilience, ecological resilience, and infrastructure resilience. It is difficult for urban economic resilience to cope with financial risks, urban social resilience to resolve social problems, urban ecological resilience improve environmental governance efficiency, and urban infrastruc-ture resilience to ensure the efficient development of infrastructure construction. Therefore,Wuhan should focus on developing the digital economy, building smart platforms, innovating governance methods, and accelerating the construction of new infrastructure to continuously promote the process of urban resilience construction.
