摘要
对地遥感卫星系统是应急管理、防灾减灾系统中的重要组成部分,主要用于在灾害发生后快速、精准地提供灾区受灾面积、损伤情况等第一手资料.文中以对地遥感卫星系统灾害勘测场景为研究对象,系统梳理了其卫星星座发展历程,并以当前我国对地遥感卫星星座为基础,利用STK软件构建灾后勘测仿真场景,从覆盖百分比、最大覆盖间隙和平均访问时间三个方面分析了该系统对灾区的勘测效能.仿真结果可为我国完善应急卫星星座建设及应急指挥决策提供参考.
Abstract
The earth remote sensing satellite system plays a crucial role in emergency management and disaster prevention and mitigation systems,primarily serving to rapidly and accurately provide essential information such as the extent of damage and conditions in disaster-stricken areas following an event.This study focuses on the disaster survey scenario of earth remote sensing satellite system,systematically sum-marizing the development process of its satellite constellation.Based on the current configuration of Chi-na's earth remote sensing satellite constellation,STK software is employed to construct a simulation sce-nario for post-disaster surveys.The effectiveness of the system in assessing disaster areas is analyzed from three perspectives:coverage percentage,average coverage gap,and average access time.The simulation results can serve as a reference for enhancing China's emergency satellite constellation construction and emergency command decision-making.
