对民营企业装备承制单位资格日常监督的思考

摘要
我国针对装备采购实行承制单位资格审查制度,军事代表负责对装备承制单位资格进行日常监督,但随着军事代表运行机制不断深化调整,军事代表队伍人员流失较多,监管任务激增,普遍面临人少事多的矛盾.针对越来越多民营企业"参军入伍"的实际情况,结合装备承制单位资格日常监督的内容和要求,分析了对民营企业开展装备承制单位资格日常监督中的典型问题和军事代表调整改革后的现状,针对性地提出了更加有效开展装备承制单位资格日常监督的建议.
Abstract
China implements the qualification examination system of the contractor unit for equipment procurement,and the military representative is responsible for the daily supervision of the qualification of the equipment contractor unit.However,with the continuous deepening and adjustment of the operation mechanism of the military representa-tive,the personnel loss of the military representative team is relatively large,but the supervision tasks are surging,so the contradiction of fewer people and more work is common.According to the actual situation that more and more pri-vate enterprises join the army,combined with the content and requirements of the daily supervision of equipment con-tractor qualification,the typical problems in the daily supervision of equipment contractor qualification of private enter-prises and the current situation after the adjustment and reform of military representatives are analyzed,and some suggestions to more effectively carry out the daily supervision of the qualification of the equipment contractor are put forward.
