In 2024,China and Russia will celebrate the 75th anniversary of their diplomatic relations.From viewing each other as friendly nations to establishing a constructive partnership,from forming a strategic cooperative partnership to upgrading it to a comprehensive strategic partnership,the positioning of China-Russia relations has been elevated multiple times,steadily ascending to new heights.Currently,Sino-Russian relations have become a pair of major country relations on the international stage with strong endogenous dynamics and high maturity,serving as a model for contemporary international relations.In terms of bilateral relations between China and Russia,the two countries need to continue to promote pragmatic cooperation.In maintaining regional and world stability,the bilateral relations between China and Russia have a spillover effect,bearing significant responsibilities for global security,stability,and development.Facing major changes in the international situation,China and Russia need to continue deep communication on turning to the East and facing Western issues,creating an international environment conducive to their development,and avoiding anomalies in determining the nature of their bilateral relations.The occurrence of the Russia-Ukraine conflict has created a"new pattern"in global geopolitics and geo-economics.For China and Russia,the"new pattern"implies significant changes in the world's supply chains and industrial chains:changes in the global energy system,changes in the world currency system,and the emergence of the North Asian bloc.China and Russia need to collaborate to enhance the sustainable development capacity of their economies,optimize industrial structures;collaborate to face the challenges brought by the complex international situation;collaborate in diplomatic affairs to increase the stability and sustainability of their bilateral relations.They should promote innovative development of the BRICS cooperation mechanism,focusing on sectors of strategic significance to China,Russia,and all BRICS countries such as transportation,connectivity,capacity building,and economic and trade relations.Furthermore,they should promote cultural exchanges between China and Russia,enhancing the international competitiveness of higher education in both countries.
