摘要
俄乌冲突已经成为21世纪最为严重的全球安全危机,强烈冲击了全球安全治理体系.美国主导的北约持续东扩和乌克兰加速倒向西方,加剧了欧洲地缘政治博弈和安全环境的恶化,最终形成了强度高、规模大、持续时间长的俄乌冲突,导致全球安全治理的需求急剧增加.与此同时,俄乌冲突更加凸显了全球安全治理理念滞后、组织权威性下降和机制运行失常,加上大国权力竞争加剧、世界各国安全利益加速分化、全球安全治理共识削弱,致使全球安全治理体系失灵,因而全球安全治理体系变革变得更加迫切.因此,世界各国需要共同推动全球安全治理理念创新、完善全球安全治理组织网络、建立更为全面和有深度的全球安全治理机制,确保俄乌冲突可控和维护世界整体和平稳定;通过不断增强全球安全治理共识、实现全球安全治理中的权力和利益分配均衡,促进全球安全治理体系的自我优化,以适应俄乌冲突所造成的新的世界安全环境.
Abstract
The Russia-Ukraine conflict has become the most severe global security crisis of the 21st century,severely impacting the global security governance system.The continued eastward expansion of the NATO,led by the United States,and Ukraine's rapid pivot towards the West have intensified geopolitical games and the deterioration of the security environment in Europe.This has led to a high-intensity,large-scale,and prolonged Russia-Ukraine conflict,causing a sharp increase in the demand for global security governance.At the same time,the Russia-Ukraine conflict has further highlighted the obsolescence of global security governance concepts,the decline in organizational authority,and the dysfunction of mechanisms.Coupled with intensified competition among major countries,the accelerating divergence of security interests among countries worldwide,and the weakening of the consensus on global security governance,the global security governance system has become dysfunctional,making reform of the global security governance system even more urgent.Therefore,countries around the world need to collectively promote innovation in global security governance concepts,improve the global security governance organizational network,and establish more comprehensive and in-depth global security governance mechanisms to ensure the Russia-Ukraine conflict is manageable and to maintain overall world peace and stability.By continuously enhancing the consensus on global security governance and achieving a balanced distribution of power and interests within global security governance,we can promote the self-optimization of the global security governance system to adapt to the new world security environment caused by the Russia-Ukraine conflict.
