As China is expediting its break-and-build reform on institutions and mechanisms,it is advisable to adhere to the rule of law concept,enhance the soft power of digital governance,and steadily boost institutional opening-up regarding rules and regulations,management,and criteria,etc.It is advisable for China to help some countries bridge the digital divide in the achievements in new information technologies such as cross-border ecommerce,artificial intelligence,and industrial internet under the BRI framework,and to offer its reform experiences,and to implement multilateralist shared digital community for mankind by upholding the principle of co-negotiation,co-construction,and co-use.
