In judicial practice,the system of compensation deposit is mostly based on the criminal policy of tempering justice with mercy and promoting the criminal reconciliation of the parties in minor criminal cases.With the continuous improvement of the misdemeanor governance system,the compensation deposit system should be developed into a new procuratorial path to assess the social danger of misdemeanor suspects,further reduce the pretrial detention of misdemeanor cases,effectively resolve conflicts and restore damaged social relations.This article proposes that the construction of the compensation deposit system should pay more attention to procedural legitimacy,the compensation deposit system should be incorporated into the quantitative assessment of social risks of criminal suspects,and public hearings should be conducted on some controversial cases,so as to truly eliminate social doubts,resolve conflicts at the source,and promote the comprehensive and accurate implementation of misdemeanor governance.
