摘要
贩运人口已成为亟待解决的全球问题.自2004年以来,日本一直在制定并实施打击人口贩运的相关措施,公布的受害者人数也在逐年减少.然而,对情色业和廉价劳动力的大量需求以及国际环境的影响,日本政府在一定程度上无法全力关注贩运人口受害者权益,也无法彻底杜绝加害者收割受害者利益的现象.据政府官方报告及学界研究资料显示,日本下一步要做的是有效开展相关犯罪治理工作,继而在起诉、保护、预防三方面改正存在的不足,全力扭转贩运人口案件形迹隐藏、犯罪分子逍遥法外、受害者权益丧失的局面.
Abstract
Human trafficking has become a serious international problem.Japan has been making efforts to formulate and implement measures to combat human trafficking since 2004,and the published number of victims has been decreasing year by year.However,due to the great demand of the erotic industry and cheap labor,and under the influence of the international situation,the Japanese government has,to a certain extent,disregarded the rights of the victims of human trafficking and let the victimizers reap the benefits.According to the Trafficking In Persons Report published annually in the United States and relevant studies,the Japanese government should take steps to effectively carry out relevant crime governance,make up for the deficiencies in prosecution,protection,and prevention,and make improvements to current circumstances where the trafficking cases are concealed,offenders are not punished,and the rights and interests of the victims are lost.
