The contemporary crime of human trafficking is fuelled by the development of commercial transactions and the widening gap between the rich and the poor countries,and between the rich and the poor social strata.To maintain a normal livelihood,the number of subjects involved in human trafficking is increasing,which threatens the stability of contemporary social order based on the guarantee of human rights.As the"hardest hit"area of human trafficking,Italy has actively responded to the international trend of combating the crime by constantly supplementing and improving the relevant legal system:harmonising the values of constitution and criminal law to achieve the punitive effect of combating the crime;strengthening the deterrent effect of the penalties to achieve the preventive effect of deterring the crime;internalising the humanism concept to protect the victims.The development of the legal system for combating human trafficking has not only demonstrated the importance of the three elements of punishing crime,preventing crime and safeguarding human rights,but also revealed the ultimate purpose of criminal law and its values.
