The localization of the prosecutorial work is a stubborn problem of judicial justice in China.Since 2012,a series of measures have been taken to ensure the independent exercise of prosecutorial power in accordance with the law.However,the unified management of personnel,finance and property below the provincial level has not been fully implemented,and the cross-administrative division prosecutorial reform has only expanded from two pilot projects to pilot projects across the nation,and the"provincialization"of the judiciary has yet to be realized.At present,the procuratorates of railway transportation are conducting cross-administrative division pilot reform,which can shoulder the role of"catfish"in the catfish effect,meaning that they can play a more active role in the delocalization of the prosecutorial work,and this reform itself has a legal basis and practical needs.However,there are doubts about the legitimacy of the new jurisdiction of this pilot reform,the litigation system limits the degree of delocalization,and the top-level design of the reform is slow and the grassroots motivation is insufficient,which urgently need to be solved.The Supreme People's Procuratorate should achieve the delocalization reform of prosecutorial work based on the"catfish effect",giving play to the catfish roles of the procuratorates of railway transportation,improving their jurisdiction and maintaining a dynamic balance with local prosecutors in terms of personnel,finance and properties.
