The administrative code is the highest level normative form for regulating administrative power and protecting the legitimate rights and interests of citizens.Codification reflects the dynamic development trend of codification.Its manifestations can be diversified,its structure can be multi-level,and its development can be gradual and multi-stage.The theoretical concept of the Administrative Code includes three models:the General Principles of Administrative Law,the Basic Administrative Law,and the Administrative Procedure Law.The administrative codification is influenced by the administrative law system,legislative achievements,administrative law theory and culture.From the perspective of target orientation,it is necessary to reduce the expectations of the ideal and advanced form of administrative code,and adopt a more pragmatic path of moderate codification characterized by locality,adaptability,gradualness and phasing.From the dual perspectives of Functionalism and gradualism,it is more feasible and operational to take the administrative procedure law as the realization path of the basic administrative code.
