The basic principles of artificial intelligence law are an important component of artificial intelligence law.There are several proposals regarding the basic principles of artificial intelligence law,including the Three Principles,Four Principles,and Eight Principles.However,these proposals suffer from inadequate design systems and inconsistent discourse levels.The design of the basic principles of artificial intelligence law should take the development of responsible artificial intelligence as the mainline,which stems from the analysis of legislative purposes and the balance between effective accelerationism and value alignment.Based on this mainline,the basic principles of artificial intelligence can be further developed at multiple levels.Among them,the first level principles include the principles of supporting development and innovation,and the principles of computational justice.The former mainly points to the support for the development of artificial intelligence and the protection of intellectual property rights,while the latter can be divided into three principles:trustworthiness,security,and efficiency.
