In the current debates on artificial intelligence governance,preventing technology security risks has become a major research focus,leading to a series of fundamental principles related to secure development.However,the importance of green principles is often overlooked in these debates,narrowly understood as a legal reflection of green technological innovation.By examining the institutional evolution process of introducing green principles in the Civil Code,green principles are not simply regarded as abstract legal principles,but serve as an important basis for connecting civil law and environmental law at the legislative logic level.Correspondingly,the introduction of green principles in the artificial intelligence governance system aims to transform the requirements of environmental law such as'resource conservation'and'ecological protection'into corresponding principles and rules for AI governance.The institutional functions of green principles are mainly manifested in'interconnecting with other basic principles such as innovative development','transforming into specific green clauses',and'serving as standards for ethical scrutiny of technology',thereby achieving a high-quality system that safeguards both technological security and green environmental protection in technological innovation.
