The development of generative artificial intelligence(Generative AI)technology hinges on the utilization of key resources such as data,models,talent,and computing power.By analyzing the market characteristics behind each key resource,we can notice inherent structural monopoly concerns.Without timely and effective anti-monopoly supervision,the development of Generative AI technology can easily be impeded by monopolistic behaviors.Based on the intensity of the impact of monopolistic behavior,potential monopolistic behavior can be categorized into blockade,restrictive,and exploitative behaviors.To foster a fair and competitive market environment advantageous to technological innovation,and to prevent structural monopoly concerns from becoming substantial development obstacles,anti-monopoly law enforcement agencies should promote anti-monopoly supervision grounded in principles of inclusive prudence.Building upon this,a regulatory strategy that emphasizes proactive and preventative supervision should be adopted,along with strengthening regulatory cooperation at international and industry levels.
