摘要
生态环境投入是推进生态文明建设、促进高质量发展的基本保障.本文在总结分析国内外生态环境投入相关概念及其统计体系的基础上,结合我国生态环境保护的现实需要,初步构建了生态环境投入统计体系,分为固定资产、能力建设、运维管理、科技服务、居民投入五大类,体现了政府、企业、居民三方主体对生态环境保护事业的投入情况,有助于形成权责明确,全社会共同推进生态环境保护的良好格局,加快推进人与自然和谐共生的现代化.
Abstract
Ecological and environmental protection input is the basic guarantee for advancing the construction of an ecological civilisation and promoting high-quality development.On the basis of summarising and analysing the concepts related to ecological and environmental protection input and its statistical system at home and abroad,combining with the practical needs of China's ecological and environmental protection,this paper initially constructed a statistical system of ecological and environmental protection input,which is divided into five categories.It contains fixed assets,capacity-building,operations management,scientific and technological services,and input from residents,and embodies the input made by the three main bodies of the government,enterprises,and residents to the cause of ecological and environmental protection,which will help to form a good pattern of clear rights and responsibilities,and a good pattern of the whole society to jointly promote the ecological environmental protection,and to accelerate the modernisation of the harmonious coexistence between human beings and the nature.
